I think you guys are doing a pretty good job at moving the discussion forward around here on what to do about problematic users. In one thread I was more hostile to it but I think that is part of the process. On the whole, this has been a good effort. That being said, I think some steps need to be taken that will get all of you past the talking phase and into the action phase. I would like to propose an actual solution to the "trolling" problem.
Every quarter, Administration Nation puts up a thread where we "air our grievances" with other users and their behavior. A commenting period is allowed. Users must provide specific examples of trolling behavior. They can't say 'this person trolled me,' they have to link back to the conversation so everyone can see it. Once we have that we can take the most liked threads as indication that majority agrees this was trolling behavior. It will not take long for it to become obvious who the perps are. And once it is obvious then we can make a list of people who troll. Then we can have a thread basically saying 'last quarter, users felt these people trolled the most. All of you are welcome to defend yourselves if you have not already for a period of several days.'
After that is done with we can take a final vote (Newsvine does polls) and the users voted most often as trolls can be put on a list that is then tracked to the front page. This is the only real solution I see. Trolls are going to continue to troll this website because people are afraid of the COH and participating in public shaming in this manner.
In my opinion the only way to fight this is to allow for public humiliation. Once someone is on that list anytime they act like that we can comment on the seed and link directly back to the list, saying 'this person has been determined by the community to be an individual who exhibits trolling behavior.'The problem is I'm not really sure this idea is even viable. It is time consuming and there is a lot of potential for abuse if the heads of such a group are not elected by all users or at least the Administration Nation periodically. But it's the only real solution I see. Newsvine has basically been abandoned.
Some of you talk about Sally but all I see there is a figurehead. I have never gotten anywhere sending Sally a message and I've only seen Sally personally come out in the most egregious of situations. I see "Administration Nation" as the UN. They can't *make anyone* do anything. All they can do is exhibit international pressure for people to behave a certain way, embargos peacekeepers, but they have *no real authority.* The same goes for Administration Nation. All they can do is pressure nations to behave a certain way. That could also mean a list of nations that harbor trolls or are even run by them. And that could be a penalty if you are an admin troll, not only is your name up there but the name(s) of your nation(s) is/are too.
It could also mean that you guys come up with a new COH, a 'charter' if you will, and have admins sign on saying they will uphold all the rules. But then you'll have to have someone enforcing THAT and again that person should probably be elected. But you could have a list of nations refusing to sign the charter, or nations who DID but clearly break the rules, as public shaming. All of this would be very telling. It fleshes these people out into the open and it forces them to confront all of us for their ridiculous behavior. You guys have to take action somehow. You have to decide to fly in the face of what the status quo has become and maybe even be ready for some heavy blow back. But in the end it could be worth it. Or it could be a complete disaster where users who are opinionated are arbitrarily put on a list.
